that the men appreciate having some officer over them to

whom they can come when they are in difficulties; and he does

not think that the draft bill contains any provisions which

will be found irksome by any man who is anxious to behave

himself and to do his duty.

I think, therefore, it would be worth while

to proceed with the measure. Efficient control even in a

limited area is better than no control at all. Hongkong may

cften be largely dependent for its protection on an Indian

garrison, and past experience has shown clearly that Indian

troops in the colony may be easily contaminated by the disaffect-

ed rabble who surround them. It is worth while trying to

reduce the risk of contamination to the lowest possible limite.

As regards the question of numbers of

disaffected Indians being driven into the china coast ports,

neither Sir Everard Fraser nor Captain Barnett are much

disturbed by this risk. They do not think that the introduction

of the new law will involve any great landslide of undesirable

Indiane from Hongkong to China. Again during the period of the

war, you are entitled to deport to India any persons ocreidered

dangerous, while after the war their coming to China will matter

less, especially if the Hongkong Police will see that due notice

and full particulars are given of all undesirables who are about

to leave the Colong.
